It's not fully open or connected to the path up and down the river but it's a great start with nice benches and views.

Very beautiful and calm. Perfect place to run or workout. However the edge is right next to a gas station which ruins the ambience a bit but that's the city. Just walk a little and you're far from it and can enjoy the ocean breeze.
Fun but small park on the East River. Even more fun when there are goats.
